I like it :) As long as it doesn't happen every time.

Occasional tweaks, such as on google during olympics / midsummer etc, feel like signs of a company that spends time making users experience something special.

I'd have to agree. I like the fact that the balance is right between experince/functionality. Flickr/google obviously decide to do this and invest in features that aim to 'delight.' A good policy I reckon.
